The NPC to create guilds is not available for PvP characters. You need to either make a roleplaying character, or convince someone else(pay them) to make one for you(and designate you as leader).

:O i thought there was a guild registar in Temple of Balth? But half the time i'm wrong xD, yeah just listen to him ^^

The guild is not char based, it's acount based, so yeah as MisterB says make the guild with a rpc. When u're online with u're pvp it will be u're pvp's name displayed as leader
